Gas Tank Rust Removal - What can be done?

Have you ever had a nicely painted or dent free gas tank that unfortunately is full of rust.  Whenever I get a bike with a metal tank I look to see what's in the inside, shiny metal or flaky rust.  So what can be done to clean the rust from a metal tank if this is an issue for you?
